Synopsis
Andrew Shepherd est un président des États-Unis jeune, dynamique, populaire. Veuf, il élève seul sa fille. Candidat à un second mandat, il veut faire voter une loi sur la diminution de la pollution due aux carburants. Lorsqu'il tombe amoureux une avocate représentant une importante organisation écologiste, la presse et l'opposition crient au scandale.
